Hello! For that particular dress, I chanced on it in the dealer’s room when I went to an anime convention. The vendor, Marui One, had a bunch of cute pieces by ETC, Angelic Pretty, and possibly BtSSB. Apparently though, they’re out of business, as I just checked!
When I was super into lolita, I followed the EGL Community Sales page on Livejournal extensively (http://egl-comm-sales.livejournal.com/), which is where I got the majority of my pieces. They’re often secondhand from people selling stuff they don’t want anymore, but everything that I’ve gotten from there still looks pretty new, and you can sometimes get a pretty good deal.
You can also find stuff at online second hand shops like Closet Child, Fairy-Angel, and Clothing-Drop. They often have a limited stock though. You can also look at Yahoo!Japan Auctions, which for me have yielded pretty nicely a lot of the older pieces that I liked that were no longer sold anywhere else. For these though, you usually will have to go through shopping services that will bid/buy for you, because the sellers often don’t ship outside Japan. Here’s a list of reputable shipping services (http://egl.livejournal.com/12977425.html) and a list of search terms for auctions, since the brand names are usually romanized (http://frozen-yjapan.livejournal.com/567.html).
And finally, you can buy through the brand sites, as some of them do ship internationally. I know Baby does, and Angelic Pretty. I’m pretty sure ETC doesn’t have an online store, but if you go on their site and look at their blog/catalogue (if they have it up?) you can possibly get one of the shopping services to go in a physical store and look for you.
